Urspr\u00fcnglich in den 1990er Jahren eingef\u00fchrt und sp\u00e4ter im Tiroler Naturschutzgesetz von 2005 verankert, fungiert sie als unabh\u00e4ngige Stimme in umweltrelevanten Genehmigungsverfahren und steht den B\u00fcrgerinnen und B\u00fcrgern beratend sowie informierend zur Seite. Als Vermittlerin zwischen Zivilgesellschaft und Wirtschaft stellt die Tiroler Umweltanwaltschaft sicher, dass \u00f6kologische Belange in der Raumordnung, Infrastruktur- und Naturschutzplanung angemessen ber\u00fccksichtigt werden. Es bekr\u00e4ftigt Bhutans souver\u00e4ne Rechte \u00fcber diese Ressourcen und regelt den Zugriff und Umgang mittels verbindlicher Instrumente, wie eine pr\u00e4limin\u00e4re informierte Zustimmung (Prior Informed Consent), Vereinbarungen \u00fcber die \u00dcbertragung von Material (Material Transfer Agreements) sowie Vertr\u00e4ge \u00fcber die gerechte Aufteilung der Vorteile (Benefit-Sharing Contracts). Das vom National Biodiversity Centre verwaltete Gesetz vereint traditionelles Wissen und moderne wissenschaftliche Ans\u00e4tze in einem rechtlichen Rahmen. Mit der Novelle von 2022 wurde die Umsetzung des Nagoya-Protokolls weiter gest\u00e4rkt, die regulativen Verfahren vereinfacht und die institutionelle Zust\u00e4ndigkeit verbessert\u2013 ein Sowohl das Ruruku Whakatupua-Abkommen von 2014 als auch der Te Awa Tupua Act von 2017 sind zentrale Dokumente im Zusammenhang mit der rechtlichen Anerkennung und dem Schutz des Whanganui River. W\u00e4hrend das Abkommen von 2014 die Grundlage f\u00fcr die rechtliche Anerkennung des Flusses legte, formalisierte der Te Awa Tupua Act von 2017 diese Anerkennung und verleiht dem Fluss den Status einer juristischen Person. Diese Entwicklung steht in engem Zusammenhang mit der Kolonialisierung Aotearoa Neuseelands durch die Briten und den daraus resultierenden Konflikten und Kriegen des 19. Jahrhunderts. Der Erlass des Gesetzes diente dazu, langj\u00e4hrige Vertragsverletzungen im Zusammenhang mit dem Treaty of Waitangi zu beheben. Zugleich spiegelt er die Anerkennung des M\u0101ori-Weltbildes durch die Krone wider und integriert zentrale M\u0101ori-Prinzipien (tikanga M\u0101ori) dauerhaft in das neuseel\u00e4ndische Rechtssystem. Es schafft ein innovatives Modell der gemeinsamen Regierungsf\u00fchrung (co-governance)\u2013 verk\u00f6rpert durch das duale Amt des Te Pou Tupua \u2013, das eine Br\u00fccke zwischen westlichem Rechtssystem und Tikanga schl\u00e4gt. Es schafft damit erstmals eine gleichberechtigte Partnerschaft zwischen indigenen Gemeinschaften und der Krone \u2013 mit dem gemeinsamen Ziel, die Natur zum Wohl gegenw\u00e4rtiger und zuk\u00fcnftiger Generationen zu sch\u00fctzen. Projekte wie Te P\u016bwaha (Revitalisierung des Hafens von Whanganui) veranschaulichen, dass das Whanganui-Modell weit \u00fcber ein Konzept der Rechte der Natur hinausgeht \u2013 es verk\u00f6rpert
