“…just as psychological insecurity perpetuates war, so psychological security can be the most effective route to peace. It is as important as political or physical security, and this is thoroughly understood by Non Governmental Organisations (NGOs) operating on the ground. The tools to bring about psychological security are tested and available, and merit immediate incorporation into defence and security policy-making. Building psychological security is also remarkably inexpensive as well as cost-effective, and therefore a great many localized initiatives can be undertaken for a fraction of the cost of political or military intervention.”
